When one input is connected to a power source and the other is left floating, due to the extremely weak leakage current inherent in electronic components, you may measure a voltage at the floating terminal with a multimeter. However, this is a 'ghost voltage' — it will instantly drop to 0V as soon as a load is applied. Rest assured, this is perfectly normal and safe for use.
